Jack only plays two notes during the strumming pattern, which is fast down/up, like you mentioned.  The mute is played in same tempo as the seven other notes in each chord variation.  The way Jack gets the sounds he makes is by muting all the strings with his strumming palm as he picks out the A and D strings in a raking motion.

I think the top one sounds more like the way he plays it. He also doesn't always
hit the higher strings, so focus on the lower ones.
